  A man goes to corporation office
with drawings of proposed house for passing of the plan.
The authorites make the man come and go,
come an go and engineers change.
Finally, the engineer says, the plan is faulty,
none of the engineers you approached are good architects.
Please let me know who is a good architect in our lcality,
I shall approach him.
He tells the name of his middleman,
who tells I shall take Rs. 5000/- for redrawing your plan
and shall take Rs. 15,000/- for passing the plan.
O.K. done. Tells the man.
But even then the plan was not being passed.
The man approaches the Councillor.
The Councillor telephones up the Engineer in the Corporation Office.
And tells please pass the plan of my friend.
Next day the Engieer passes the plan
and hands over all the papers.
The middleman now comes some days later,
says please pay up Rs. 15000/- you promised
for passing the plan.
I said you did not help, it is the Councillor's word to Junior that settled the issue.
But Sir, my other two plans are being held up if you do not pay up.
O.K. you pay up Rs. 11000/- instead of Rs. 15,000/-;
I am foregoing my dues.
The man pays up Rs. 11,000/- to the middleman
as he did not want any pestering,
he did not want that the middle man should suffer.
In this whole episode,
who are the corrupt persons,
Anna, please decide
