The New Responsibilities of Libraries

In the twenty-first century, the process of knowledge creation is changing rapidly. In the past, the primary responsibility of libraries was to collect, preserve, and provide access to books, journals, and research publications. Today, however, research universities, scientific institutions, and international research centers around the world are transforming libraries from mere information repositories into hubs for Research Data Management (RDM) and the Open Science movement. It is no coincidence that leading universities such as Harvard, Oxford, Cambridge, MIT, and Stanford give special importance to this subject in their Library and Information Science education. This is because, in modern research, the most valuable asset is no longer just books, but also the data generated through research.

Scientific research produces data in many forms, including experiments, surveys, observations, interviews, satellite images, biomedical tests, social statistics, climate information, and digital models. Research Data Management refers to the systematic process of collecting, documenting, preserving, organizing, sharing, and providing long-term access to such data in accordance with established standards. Earlier, the research article itself was considered the primary outcome of research. Today, however, the underlying research data has become equally important. This shift has completely transformed the role of modern libraries.

Over the last decade, the concept of Open Science has expanded rapidly across the world. It is based on the principle that research funded by public resources should be openly accessible to the public. Open Science advocates that not only research articles, but also the underlying data, methodologies, software, and research processes should be made available as openly as possible. In 2021, UNESCO issued its Recommendation on Open Science, providing guidance to countries around the world in this direction. This approach not only enhances scientific transparency but also strengthens research reproducibility, international collaboration, and public trust.

In this context, the role of librarians has undergone a complete transformation. Once regarded as custodians of books, they are now becoming data curators, research advisors, digital repository managers, copyright specialists, metadata experts, and digital preservation professionals. Modern university libraries now support researchers from the beginning of a project by helping them prepare data management plans, create metadata according to international standards, select appropriate repositories, assign Digital Object Identifiers (DOIs) to datasets, and ensure their long-term digital preservation.

The Harvard University Library system provides services such as research data management planning, data sharing, digital preservation, and research impact assessment. Similarly, the University of Oxford offers comprehensive support throughout the research data life cycle, from data creation to long-term preservation. These models have become benchmarks for libraries across the world.

The FAIR Principles play a vital role in research data management. According to these principles, research data should be Findable, Accessible, Interoperable, and Reusable. These four principles have become the fundamental standards of modern digital libraries. Research data achieves its true scientific value only when researchers anywhere in the world can easily discover, understand, and reuse it.

Research funding agencies around the world are also placing increasing importance on research data management. Many international funding organizations now require researchers to submit a Data Management Plan (DMP) along with their research proposals. This means that not only how research will be conducted but also how the collected data will be preserved and shared has become equally important. As a result, the scope of the library profession has expanded significantly.

India has also begun moving in this direction. Initiatives such as the National Digital Library, institutional repositories, open access policies, and research information management systems in higher education institutions are gradually developing. However, compared with international standards, several challenges remain. These include inadequate digital infrastructure, a shortage of skilled library professionals, limited awareness of data standards, and insufficient investment in long-term digital preservation.

In the future, technologies such as Artificial Intelligence, Big Data, Machine Learning, Cloud Computing, and High-Performance Computing will make research increasingly data-driven. In this context, library professionals will need to acquire expertise not only in traditional Library and Information Science but also in Data Science, Digital Curation, Information Ethics, Cybersecurity, and Research Analytics. The library of the future will not merely be a building filled with books; it will be an integrated knowledge center that connects knowledge, data, technology, and research.

In conclusion, Research Data Management and Open Science have ushered in a new era in modern Library and Information Science. These are not merely technological developments; they form the foundation for the democratization of knowledge, improvement of research quality, scientific transparency, and global collaboration. Therefore, the librarian of tomorrow will not only preserve books but will also serve as a data steward, a research partner, and an architect of the global digital knowledge ecosystem. This is the true direction and future of modern Library and Information Science education.
