Digital Preservation Strategies and Methods in Libraries

Today, the rapid expansion of digital information has created a new challenge for knowledge preservation. A paper book, when kept under proper conditions, can survive for decades or even centuries. But a digital file may become technically unreadable even when it has not physically disappeared. Changes in computer hardware, outdated software, the evolution of file formats, failure of storage media, data corruption, cyberattacks, and institutional neglect are among the many factors that put digital heritage at risk. Therefore, digital preservation is not merely about taking backups; it is a continuous process of preserving the bit-level information, context, authenticity, and structure of digital information so that future generations can use it meaningfully.

The first strategy for digital preservation is to develop a comprehensive digital preservation policy. A library or archive should decide in advance what types of digital resources need to be preserved, what level of priority should be given to them, how long they should be retained, what kind of storage system should be used, who should be responsible, and under what circumstances data should be migrated to another format. Preservation carried out without a clear policy generally depends on individuals. When those individuals leave the institution, continuity in knowledge preservation may be affected.

One of the most important international models in digital preservation is the Open Archival Information System (OAIS). It helps institutions think systematically about the processes of receiving, preserving, managing, and providing access to digital information. This model suggests that digital preservation should not be viewed as a one-time activity but as a continuous management process.

The selection of file formats is crucial in preserving digital files. Some formats depend on specific software or organizations, while others are standardized formats that are widely used. For long-term preservation, it is beneficial, as far as possible, to select open, documented, and widely used formats. For example, formats such as Portable Document Format for Archiving (PDF/A) for documents, Tagged Image File Format (TIFF) for images, and Comma-Separated Values (CSV) for structured data can, in certain situations, be suitable for preservation. However, the choice of a format should depend on the nature of the resource, user requirements, and the technological environment.

Format migration is another important preservation strategy. Migration means converting a digital file from an old or at-risk format into a newer format that can be used in the future. For example, a file that can be opened only through old software may be converted into a standardized format that is more widely usable in the future. However, migration can involve the risk of losing information or structural features. Therefore, every change should be documented, and the original file should be preserved as far as possible.

Another strategy is emulation. It involves reproducing an old computing environment within a newer technological environment so that old software or files can continue to be used. Emulation can be useful for complex interactive digital resources, old computer games, and research objects created using specialized software. While migration may change the original technological environment, emulation can provide an opportunity to preserve the original behavior of the digital object.

The strategy of maintaining multiple copies, storing them in geographically separate locations, and continuously checking their integrity is essential for digital preservation. Keeping data on a single storage device is highly risky. Fire, floods, hardware failure, human error, or cyberattacks can result in the loss of the entire collection. Therefore, institutions should maintain multiple copies using different storage media and, where possible, in geographically separate locations. Creating copies alone is not enough; technical methods such as checksums and hash values should be used to verify whether a copy remains identical to the original data.

Metadata is like the lifeblood of digital preservation. A file name alone is not sufficient for future use. Information about who created the file, when it was created, which device was used, what format it is in, what changes have been made, where it came from, and how its authenticity was verified should also be recorded. Preservation Metadata: Implementation Strategies (PREMIS) is a widely used standard for managing metadata elements required for digital preservation.

Maintaining the authenticity of digital objects is also essential. When a file undergoes changes in the future, it should be possible to determine whether it is still the original file, who made the changes, when they were made, and through what process. For this purpose, methods such as audit trails, version control, persistent identifiers, and hash values can be used. In digital preservation, reliability does not come merely from protecting a file; its history must also be preserved.

Cybersecurity should be considered an integral part of digital preservation rather than as a separate or new concern. Ransomware attacks, unauthorized access, deletion of data, and misuse of accounts can seriously affect digital heritage. Therefore, access controls, multi-factor authentication, network security, offline backups, continuous monitoring, and disaster recovery plans are necessary.

Human resources are equally important for digital preservation. Even when advanced technological infrastructure is available, the system may fail if there are no skilled professionals capable of managing it. Library and Information Science professionals should receive continuous training in digital curation, metadata, data management, file formats, preservation standards, digital rights, and cybersecurity.

The ultimate goal of digital preservation is not merely to store the past but to provide meaningful information for the future. Therefore, digital preservation is much more than a technical project. It is a combination of institutional policy, technological infrastructure, professional skills, legal awareness, financial sustainability, and ethical responsibility. Only when a library manages digital information from this broader perspective can today's digital record become a reliable historical source for tomorrow.
