When Will Employees Get Health Security?
Although Telangana state is implementing some good programs in the health sector, the medical burden on ordinary people is increasing rapidly. According to recent statistics, when people are forced to get admitted to hospitals for treatment, Telangana stands among the states where people spend the highest medical expenses in the country. This is not just a health sector issue; it is also a social problem that affects the financial stability of families.
According to national survey details, excluding childbirth, the average medical expenditure for one hospitalization case in Telangana is around Rs.52,743. The national average is only Rs.37,858. That means treatment costs in Telangana are nearly 40 percent higher than the national average. According to another estimate, the financial burden reaches Rs.55,863. This difference shows how expensive medical services have become in the state.
The main reason for these high costs is the heavy dependence on private hospitals. In Telangana, the average expense for treatment in private hospitals goes up to Rs.72,561. In urban areas, this cost becomes even higher. On the other hand, in government hospitals, the same treatment costs around Rs.15,856. This means if government hospitals are strengthened, the burden on people can be reduced greatly.
Among those who fell ill in Telangana, 35.8 percent used private medical facilities, while 39.5 percent approached government hospitals. In urban areas, preference for private hospitals is even higher. This means people have not completely lost trust in government healthcare, but when proper facilities are not available, they are forced to turn towards private hospitals.
Another important point is that in Telangana, 15 percent of the population reported facing some illness within a 15-day period. The national average is only 13.1 percent. This should be seen as a sign of increasing lifestyle diseases, pollution, stress, diabetes, blood pressure and related health problems. Especially in Hyderabad and nearby urban areas, health issues are rising because of work-related lifestyles.
Even in maternity services, the influence of the private sector is high in Telangana. In the state, 56.3 percent of deliveries took place in government hospitals, while 43.6 percent happened in private hospitals. At the national level, 64.2 percent of deliveries took place in public hospitals, while 34.8 percent happened in private hospitals. This means pregnant women in Telangana are choosing private hospitals more often. The reason may be better service quality, but the cost is also high.
Now another urgent issue is the health security of government employees and retired employees. Recently, the Telangana government reportedly held discussions with employee unions and representatives of retired employees regarding a health scheme. But till now, no clear decision has been announced or implemented. This is creating uncertainty for thousands of families.
Employees serve the government throughout their working lives. It is unfair that after retirement, when health problems increase with age, they do not have proper medical protection. At present, many pensioners are struggling to bear the expenses of private hospitals. Government employees are also waiting for cashless treatment, empanelled hospitals, and a transparent reimbursement system.
Therefore, the Telangana government must immediately announce a comprehensive health scheme for employees and pensioners. It should include:
Such provisions are necessary.
For the public too, the government should take three key decisions. First, doctors, testing equipment and medicines must be fully available in government hospitals. Second, there should be strict regulation on billing practices of private hospitals. Third, the coverage of schemes like Aarogyasri should be expanded to include the middle class as well.
Overall, medical services exist in Telangana, but they are not affordable. People are getting treatment, but they are falling into debt for it. Employees are serving, but after retirement they are waiting for health security. A true welfare state is not just about building hospitals—it is about ensuring that every family can receive treatment without fear. Telangana government must now take quick decisions in that direction.
