Is India Building Schools or Building Human Capital?

24.7 Crore Students, One Question

India has largely won the battle of bringing children to school. It must now win the far more difficult battle of ensuring that they stay there, learn there, acquire useful skills there, and emerge capable of creating economic value.

Can a country claim educational success merely because almost every child enters a school?

What is the economic value of a classroom if the student sitting inside it is unable to read, calculate, reason, communicate or solve problems at the expected level?

What is the purpose of connecting a school to the internet if the child eventually disconnects from education itself?

And what happens to India's demographic dividend if millions of young Indians pass through schools but fail to accumulate enough knowledge, skills and capabilities to become economically productive citizens?

These questions acquire extraordinary significance after the release of India's UDISE+ 2025–26 data.

The numbers are enormous.

India's school education system encompasses approximately 14.67 lakh schools, 1.03 crore teachers and 24.72 crore students. Secondary gross enrolment has risen to 71.7%. About 69.9% of schools have computer facilities, while 67.4% have internet connectivity. The overall pupil-teacher ratio also remains within the benchmark envisaged under the National Education Policy.

These are not insignificant achievements. Few countries in human history have attempted to educate a population of this magnitude. But hidden behind these impressive numbers is another number that deserves considerably greater attention:

51.9%. That is the reported retention rate at the secondary stage. And therein lies India's next great educational challenge.

From the ‘Enrolment Revolution’ to the ‘Retention Revolution’

For several decades, India's educational policy understandably concentrated on access. Build schools. Recruit teachers. Increase enrolment. Provide textbooks. Construct toilets. Offer midday meals. Reduce gender disparities. Improve school infrastructure. Bring disadvantaged communities into formal education. The strategy produced enormous social gains.

The Right of Children to Free and Compulsory Education Act, 2009 strengthened the legal architecture around universal elementary education, while successive government programmes expanded schooling infrastructure and participation. The National Education Policy 2020 subsequently shifted the conversation toward foundational literacy, competency-based learning, multidisciplinary education and employability.

The UDISE+ (Unified District Information System for Education) 2025–26 numbers suggest that India has made considerable progress on the first-generation problems of educational development. The second-generation problems are different.

A child entering Class I is an input. A child completing Class XII with literacy, numeracy, digital competence, communication ability, vocational exposure, problem-solving capacity and intellectual curiosity is human capital. The distinction is fundamental. India should, therefore, gradually stop asking only: "How many children are enrolled?" It must increasingly ask: "What capabilities have those children acquired?" That is the difference between building an education system and building a human-capital system.

The 51.9% Warning

Consider three UDISE+ indicators together. The transition rate into secondary education is approximately 88.3%. Secondary gross enrolment has increased to 71.7%. Yet secondary-stage retention stands at only 51.9%, while the secondary dropout rate is around 7%.

At first sight these statistics may appear contradictory. They measure different dimensions of student progression, so they should not be interpreted as though half of secondary students suddenly drop out in a single year. Nevertheless, taken together they reveal something strategically important. India is becoming increasingly successful at getting children into the educational pipeline but keeping them moving through that pipeline remains much harder.

Imagine education as a water pipeline. Enormous effort has been spent enlarging the pipe at its entrance. But if there are leaks at different points — poverty, weak learning foundations, migration, family responsibilities, lack of transport, early marriage, examination failure, low perceived economic returns and poor vocational relevance — then increasing the volume entering the pipeline will not automatically increase the volume reaching the other end. India, therefore, needs to identify and repair the leaks.

A School Seat Is Not Human Capital

Economists have long distinguished between expenditure and investment. Education becomes an investment only when it produces capabilities. A school building is educational infrastructure. A computer laboratory is digital infrastructure. A teacher is educational capacity. A textbook is a learning resource. But human capital exists inside the student. It consists of knowledge, reasoning ability, health, discipline, skills, creativity, communication, adaptability and the capacity to produce economic and social value. That is why merely counting schools, classrooms, computers and enrolments can sometimes create an illusion of educational progress. The real unit of measurement must eventually become student capability. And here India's learning data tells a more complicated story.

The Encouraging News: India's Children Are Learning Better

There is genuine progress that deserves recognition. ASER (Annual Status of Education Report) 2024, which surveyed more than 650,000 children across over 600 districts in 26 states and two Union Territories, found substantial improvements in foundational learning in rural India.

Among Class III children nationally, the proportion capable of reading a Class II-level text increased from 20.5% in 2022 to 27.1% in 2024. Among government-school Class III students, it increased from 16.3% to 23.4%. Arithmetic improved even more dramatically. The proportion of Class III children capable of performing at least subtraction increased from 25.9% in 2022 to 33.7% in 2024. Among government-school children, it rose from 20.2% to 27.6%. These improvements matter enormously.

ASER itself notes that improvements of this magnitude have rarely been observed during the two decades in which it has measured foundational reading and arithmetic. The report connects the improvement with the national focus created by NEP 2020 and NIPUN Bharat on foundational literacy and numeracy. This is precisely why India's education story should neither be romanticised nor dismissed. The glass is neither completely full nor hopelessly empty. The glass is finally filling, but India must prevent it from leaking.

The New Educational Equation

India's educational challenge can perhaps be expressed through a simple equation: Access × Retention × Learning × Skills × Employability = Human Capital. If any one of these variables collapses, the final outcome deteriorates. High access combined with poor learning produces credentialism. High learning combined with poor retention excludes millions. High retention without employable skills produces educated unemployment. Digital infrastructure without teacher capability produces expensive hardware. Vocational education without industry relevance produces certificates rather than careers. And AI without pedagogical judgment can produce technological spectacle rather than educational transformation.

India, therefore, needs to stop treating educational indicators as isolated achievements. They form a chain. And a chain is only as strong as its weakest link.

The ‘Next Revolution’ Must Be About the Child Who ‘Almost Drops Out’

Suppose a Class IX student in rural India begins missing school. Perhaps his father has lost employment. Perhaps the family needs another income. Perhaps mathematics became incomprehensible three years earlier. Perhaps the student failed repeatedly and has quietly concluded that education is "not for people like me." Perhaps the nearest senior-secondary school is too far away. Perhaps a girl faces transport or safety concerns. Perhaps another student sees no connection between what is taught in the classroom and employment outside it.

Traditionally, educational administration may discover such problems only after prolonged absenteeism, or after the student disappears from the system altogether. Digitalization creates another possibility.

India could develop carefully governed Early Warning Systems for Student Retention. Attendance patterns, assessment performance, repeated grade difficulties, school transfers and other legitimate educational indicators could help identify students at elevated risk of disengagement. The purpose should not be to label a child as a "future dropout." It should be to tell the system: "This child needs help now." That distinction is ethically critical.

AI Should ‘Predict the Problem,’ Not ‘Replace the Teacher’

AI could become particularly valuable here. But India's education policy should resist the seductive idea that AI will somehow replace teachers. It should do something far more useful: make teachers more effective.

Imagine an AI-enabled teacher dashboard identifying that five students in a Class VIII classroom have consistently struggled with fractions. Another group has difficulty reading comprehension passages. Two students have shown unusual absenteeism. Instead of the teacher discovering these problems months later through examinations, technology could flag them early and recommend remedial resources. The teacher remains the decision-maker. AI becomes the diagnostic assistant. This model is far more realistic than imagining classrooms populated by robotic teachers. The teacher brings empathy, cultural understanding, motivation, discipline, contextual judgment and human connection. The machine brings scale, pattern recognition, personalisation and administrative efficiency. The future classroom should be Teacher + AI, not Teacher vs. AI.

India's Digital Infrastructure Has Reached the Point Where This Becomes Possible

The UDISE+ numbers provide an important foundation. Nearly seven in ten Indian schools now have computer facilities, and approximately two-thirds have internet connectivity. That represents enormous progress. But the next policy question must be uncomfortable: What exactly are those computers and internet connections producing? Connectivity is not an educational outcome. A connected school can still produce a poorly educated student.

India must move from measuring digital availability to measuring digital productivity. How many teachers use digital tools to diagnose learning gaps? How many students receive personalized remedial instruction? How many schools use technology to track absenteeism? How many students learn coding, AI literacy, financial literacy or digital research skills? How much teacher administrative work can technology eliminate? These would be more meaningful indicators of educational digitalization.

Vocational Education Must Stop Being the "Second-Class" Option

Retention is also connected with relevance. For too long, Indian education has implicitly promoted a narrow hierarchy: Academic degree at the top. Vocational skill somewhere below. Manual competence near the bottom. That hierarchy is economically obsolete.

A teenager who cannot see any relationship between school and livelihood has fewer reasons to remain engaged with formal education. Vocational exposure, therefore, cannot begin only after academic failure. It must become part of mainstream education.

The PM SHRI framework already envisages vocational and skilling exposure, IT skills, coding and AI, with the broader objective that children acquire practical capabilities during schooling.

Imagine secondary schools offering structured exposure to agriculture technology, electronics, coding, AI literacy, healthcare support, financial literacy, tourism, logistics, renewable energy, 3D printing, food processing, entrepreneurship, and local crafts.  student should be able to answer one question by the time he or she completes school:

"What can I actually do?" That question is just as important as: "What marks did I score?"

Teach at the Level of the Child, Not Merely the Grade

One of India's persistent educational problems is learning heterogeneity. A Class VII classroom may contain students whose actual reading or arithmetic abilities differ by several grade levels. Yet the curriculum continues moving forward. The result resembles constructing the third floor of a building whose first floor is structurally weak.

Eventually the structure collapses.

Remedial approaches such as Teaching at the Right Level (TaRL) attack this problem differently: identify what a child can actually do and teach from that level rather than blindly following the nominal grade.

A recent ASER Centre intervention at a school in Baghpat, Uttar Pradesh, for example, used baseline assessments followed by play-based pedagogy for younger children and TaRL-oriented remedial instruction for Grades III–V. This philosophy deserves much wider application. Education should follow learning progression, not merely calendar progression. 

Teacher Productivity Is India's Biggest ‘Educational Multiplier’

India now has approximately 1.03 crore teachers in its school system. Consider the mathematics of improvement. If technology, better pedagogy, reduced administrative burden and improved training increase the effectiveness of each teacher even modestly, the cumulative impact across more than ten million teachers would be extraordinary. That is why teacher productivity may be India's most powerful educational multiplier.

But productivity must not be confused with forcing teachers to handle larger classes or more paperwork. Educational productivity means enabling a teacher to produce better learning outcomes per hour of professional effort. AI can help generate differentiated worksheets. Digital systems can automate routine documentation. Assessment analytics can reveal learning gaps. Content platforms can provide multilingual teaching resources. Teacher communities can share successful classroom practices. But technology must remove burdens from teachers, not create another layer of reporting requirements. India does not need teachers who spend their day feeding dashboards. It needs dashboards that help teachers teach.

From ‘Gross Enrolment Ratio’ to ‘Gross Capability Ratio’

Perhaps India eventually needs a new way of thinking about educational measurement. Call it the Gross Capability Ratio. Instead of asking only what percentage of children are enrolled at a particular educational stage, policymakers could ask what proportion of an age cohort possesses defined competencies in literacy, numeracy, scientific reasoning, digital literacy, communication, financial literacy, problem solving, vocational capability, civic understanding, and socio-emotional competence.

The idea is conceptual rather than an existing official metric. But its philosophy matters. India's education dashboard of the future should tell the Prime Minister, Chief Ministers, district collectors, school principals and parents not merely: "97% of children are in school." It should eventually be capable of saying: "This proportion of children can read critically, calculate accurately, communicate effectively, use digital tools safely and solve practical problems." That is a far more meaningful measure of national educational strength.

Education Is ‘Economic Infrastructure’

India frequently discusses highways, ports, airports, semiconductor fabs, data centres and industrial corridors as infrastructure. Correctly so. But a well-educated 16-year-old is also infrastructure.

Indeed, human capital is the infrastructure that makes every other form of infrastructure productive. A semiconductor fabrication plant without engineers is a building. An AI ecosystem without mathematicians and researchers is a slogan. A manufacturing revolution without technicians is an aspiration. A digital economy without digitally capable citizens produces inequality rather than productivity. And a demographic dividend without education can eventually become a demographic liability.

The 24.72 crore children presently inside India's school system, therefore, constitute something much larger than an education statistic. They represent India's future labour force, entrepreneurs, scientists, teachers, soldiers, administrators, doctors, engineers, artists, farmers, technicians, consumers and taxpayers. Their learning quality will eventually appear in India's GDP.

A Five-Pillar Human Capital Strategy

India's next school-education transformation should therefore rest on five interconnected pillars.

First, identify dropout risk early.

Schools need ethical, privacy-protected early-warning systems combining attendance, learning progress and socioeconomic intervention mechanisms.

Second, guarantee foundational learning.

No child should be allowed to accumulate years of educational deficit simply because he or she has been administratively promoted to the next grade.

Third, augment every teacher technologically.

AI should become the teacher's co-pilot for assessment, personalisation, content creation and administrative efficiency.

Fourth, integrate vocational relevance with academic education.

Schools must demonstrate that education connects with livelihoods, entrepreneurship and the real economy.

Fifth, measure outcomes rather than inputs.

Computers purchased, classrooms constructed and students enrolled matter, but what students can actually do matters more.

India Needs a ‘Human Capital Mission’

India has demonstrated repeatedly that national missions can transform systems when goals become measurable. Financial inclusion was accelerated through Jan Dhan.

Digital payments were transformed through UPI. Sanitation received national visibility through Swachh Bharat. Digital public infrastructure created platforms capable of operating at population scale. Foundational literacy has received a mission-oriented push through NIPUN Bharat.

The next logical step should be an equally ambitious national mission around retention, learning and employability. Not another scheme merely adding infrastructure. Not another dashboard celebrating enrolment. But a mission asking three questions about every child: Is the child still learning? Is the child actually learning? Is that learning increasing the child's future capabilities? Those three questions could redefine Indian education.

Final Thoughts: India Must Now ‘Build the Child,’ Not Merely the School

The story contained within UDISE+ 2025–26 is ultimately a story of transition. India has created one of the largest school education systems humanity has ever seen: 14.67 lakh schools, more than one crore teachers and nearly 24.72 crore students. Digital infrastructure is expanding. Secondary enrolment is improving. Foundational learning indicators have shown encouraging recovery and progress.

That achievement deserves recognition. But it must not become an excuse for complacency. The educational question of the twentieth century was: Can India put every child into school? The question of the twenty-first century is far more demanding: Can India ensure that every child who enters school emerges more capable than when he or she entered?

Can we identify a struggling student before that student becomes a dropout?

Can one crore teachers be empowered by AI rather than threatened by it?

Can vocational education become aspirational rather than remedial?

Can digital infrastructure become learning infrastructure?

And above all, can India transform 24.72 crore students into 24.72 crore repositories of capability, creativity and productive potential?

Because nations do not become developed merely by constructing more classrooms.

They become developed when the children sitting inside those classrooms acquire the capabilities to construct the nation's future.

India has ‘built the schools.’ Now it must ‘build the human capital.’
