Dr. Jaipal Singh

He was born and brought up in a Hindu family at Barabanki (UP), received early education up to High School from the local government college, and pursued his Undergraduate & above studies leading to a doctoral degree in the University of Lucknow, Uttar Pradesh, India. After successfully competing Civil Service Examination (1982), he joined the service in 1983. While working in various positions and assignments in the Government of India (Bharat), his main areas of occupation and operation had been the Defense and Infrastructure (Power & Energy) Sectors for more than three decades that inter alia included multiple assignments in the Senior and Higher Administrative Grades in the field organizations of the provinces of Uttar Pradesh, Madhya Pradesh and Bihar, and the central ministries in New Delhi. Simultaneously, he kept his interest alive in different disciplines of sports, arts, literature and culture; reading/writing, chess, music and gardening remained his favourite pastime diversions during the vast span of life.

He was married in 1982, and has a daughter and a son as householder in life; both children are well educated, married with one child (son) each. Both the daughter and son are working and settled in Canada and Delhi (NCR), respectively. The Civil Service offered a variety of duties & responsibilities, and this at different places as well. Some of his core senior appointments in the government of India included: Senior Joint Controller General of Defence Accounts (New Delhi); Member (Economic & Commercial), Central Electricity Authority (also as Offg. Chairman) & Addl. Secretary to the GOI in the Ministry of Power; Controller of Defence Accounts at Jabalpur (also at Lucknow and Patna); Financial Adviser (Central Command, Army); Director, Regional Training Centre (Lucknow); Deputy Controller General of Defence Accounts, New Delhi; Dy Secretary as well as Director in the Ministry of Defence, and others. Besides, he also served on several high level government committees, projects and inter-governmental groups as their member/leader/chairperson during the service.

Before joining the Civil Service, he also worked as a Lecturer (Asst. Professor) in a teaching and research institution of the post graduate studies for about one and a-half year following the completion of his research studies in science at the University of Lucknow and the Central Drug Research Institute, Lucknow, UP, India. His core disciplines of professional experience and specialization have been public administration, finance, information technology, human resource development, budget and planning, internal audit, regulatory functions and legal matters. Currently, he is on a panel of Advisors with a Central Autonomous Body in New Delhi. He has 1,400+ essays, poems, blogs, stories, photoessays and other published work on various electronic and print media platforms.
